NO. First of all, that actuator, is not OE. The stock one is not adustable. Adjusting that rod will only make your problem worse. I would pull that turbine housing off and make sure it isnt cracked and also that the flapper is seated all the way over the relief hole. The compressor housing appears to be MHI, so good news there. Not sure why you have a maf-t and a 2g maf. But that is not necessary. Dsm-link is great for a tuning novice that needs to learn and needs support. But, for my money, I would much rather use Ostriche on a oem eprom. It turns a stock ecu into a mini AEM, fully open tuning capabilities. I actually have both and would prefer Ostriche 2.0 over link v3. Link is cool and flashy, but you get the same sh*t and then some, with a Ostriche at a quarter of the cost.

Also forgot to mention, you control boost with a sort of boost controller between the wastegate diaphram and a good vacuum/boost source. If the line that feeds the actuator has a small hole in it, you will boost high. Also, if your wastegate diaphram has a small hole in it, you will not be able to control boost and you will run rich when your solenoid opens up, or whatever youre using to control boost. For some reason, I have blown 2 oem wastegate actuators in my vr4.
