So I assume you attach a jumper wire to the ground and MPI terminal in the diagnostic box next to the kick panel fuse box? With the key on? I tried the other day and the check engine light did nothing

The ECU will spit out either a heartbeat or fault codes when it normally powers up. I'm not aware of a MPI terminal in the OBD (diagnostic) connector.

If your ECU doesn't power up when you turn the Key on and show a CEL for about 5 seconds there is something wrong. Could be the ECU, could be the MPI relay, could be the ignition switch, could be the fuses feeding both the room, ignition, or the MPI/Engine fuse.

Given how common capacitor leakage damage is to GVR4 and 1G DSM ECUs is I always start there and then check to see if the MPI relay is getting power and that the ECU is grounding the MPI pin to turn the relay on.
