Can you make chips?

If so, does my car need to be there to do it? I have ZERO experience with this so please bear with me. I miss my link that was so easy and real time tuning etc. But budgets being budgets I'm looking for a chip for my setup. 550cc inj, e3 16g, blah blah blah.. If you can do it, and do it well, PM me.
