depends, any mods?? is it an after market regulator? most common answer is 39 psi, but can range. i have a lot of things done to mine and i run 43.5 psi, but i have tuning capabilities.

Transparent dsm is right you need air fuel and spark plus compression for a motor.

Also check your fuses and relays sometime when hard starting the mpi fuse will blow.

20psi is too low of fuel pressure. Check your fuel pump, fuel filter and fuel pump sock as stated above
